What is the EPA 2027 Initiative 

On December 20th, 2022, The US Environmental Protection Agency (EPA) adopted a final rule that set more substantial emission standards for heavy-duty engines and vehicles starting in the model year 2027. These regulations establish new industry standards for emissions of nitrogen oxides (NOx), particulate matter (PM), hydrocarbons (HC), and carbon monoxide (CO). These emissions, which are known to contribute to air pollution and environmental degradation, are now subject to stricter limits. 

In addition to the emission standards, the EPA regulations address the testing procedures used to measure compliance. The Federal Test Procedure (FTP) and Supplemental Emission Test (SET) laboratory test cycles, which simulate real-world driving conditions, will have specific standards to ensure accurate and consistent results. 

Furthermore, the regulations introduce new standards based on the low load cycle (LLC) and the off-cycle Mobile Accessory Weight (MAW) procedure. These additions recognize the importance of emissions control during common load conditions and off-cycle situations, ensuring that vehicles meet environmental standards across a broader range of operating scenarios. 

The EPA is taking giant steps to protect the public health of the 72 million people living near truck freight routes. The EPA estimates that by 2045, these changes will result in the following public health benefits: 

  • 3.1 million fewer cases of asthma symptoms and allergic rhinitis symptoms 
  • 6,700 fewer hospital admissions and emergencies 
  • 18,000 fewer cases of childhood asthma 
  • 1.1 million fewer lost days for children 
  • Up to 2,900 fewer premature deaths 
  • 78,000 fewer lost days of work 
  • $29 billion in annual net benefits

Impacted Heavy-Duty Vehicles 

The new standards are the first update to the clean air standards for heavy-duty trucks in more than 20 years and are more than 80% stronger than the current standards. These emission standards aim to increase the useful life of governed vehicles by 1.5-2.5 times and yield emission warranties that are 2.8-4.5 times longer. Manufacturers must also demonstrate that emission control systems prevent vehicle operators from tampering with the emission controls, by limiting tamper-prone access to its internal electronic pollution controls.  

Currently, this looks only to affect on-highway heavy-duty applications. Still, based on historical events, there will be a heavy-duty off-road standard shortly after the on-highway vehicles hit the market.
